In 1992, he was elected Mayor of Manila, serving for two consecutive terms. During the administration of President Corazon Aquino, he was appointed the Director of the National Bureau of Investigation (NBI), serving from 1989 to 1992. Prior to entering politics, Lim was a policeman for three decades. He also served as the 19th Mayor of Manila twice: first from 1992 to 1998, and again from 2007 to 2013.
